In the trial of Eddie Tipton, the lottery official was convicted of fixing multiple jackpots.
Tipton is the former Multi-State Lottery Association security director who rigged jackpots in Iowa, Colorado, Wisconsin, Kansas and Oklahoma from 2005 to 2011 to enrich himself and his friends. Investigators say he manipulated the computers that run games for dozens of state lotteries so he could know winning combinations in advance. Then, they say he worked with accomplices including his brother Tommy Tipton to play those numbers and claim jackpots worth millions.
Further investigation revealed much more startling information, however. Iowa investigators determined that Eddie Tipton had installed a self-deleting computer program that essentially created a winning ticket for him. Investigators also concluded he’d managed to evade detection by manipulating the association’s security cameras to allow him to work out of view on the computers. A Des Moines jury found Eddie Tipton guilty of fraud in July; he has appealed.
“In Spring 2006, authorities initiated an investigation into Tommy Tipton, a Justice of the Peace in Texas, who was reported to have $500,000 in consecutively marked bills. The investigation closed when Tipton informed authorities that he won $568,990 on a Colorado Lotto ticket he purchased in November 2005 that won a share of a $4.5 million jackpot.”
“The winning numbers are determined by a random number generator computer. That computer was built at MUSL by MUSL staff, including [Eddie Tipton]. In addition, a witness will testify that around the time of the Colorado jackpot, Tommy Tipton had asked him whether, and how, cash money could be traced.”
Eddie Tipton has been convicted of fraud in an attempt to claim a $16.5 million Hot Lotto jackpot in Iowa. He's expected to soon stand trial a second time on charges of ongoing criminal conduct and money laundering related to the jackpots in other states.
Sand wrote in his motion that Iowa's lengthy investigation has found that Tommy Tipton — who recently resigned as a justice of the peace in Flatonia, Texas — along with two unidentified friends "were involved in purchasing or claiming jackpot-winning tickets."
