Major Computer Problems .................... The Chicken Whisperer

Anytime I try to use a Windows function, like trying to use the control panel, or even the main screen where the icons are for the internet browser I get this message:

It is only affecting my user, I can use my son's, mom's, even the ex's user (I didn't know how to delete it, but glad I didn't cause his user is the only other administrator user, that can mess with the control panel) and not get that message.

Does anyone know what to do?
