update the recent tags in the tags info, and more suggestions

hi.the recent tags needs updating lol...there has been many recent tags' since redrose.

also it would be cool if the site also had where you can choose to have e-mail notifications so that if you get a message on usm you can see it in your e-mail [kinda like how facebook does lol].

 also a reincarnation section would be cool to.because i like reading those stories lol. who knows maybe if the site is updated, and more sections are in and stuff more members may come, and usm may become more active :).
