Should I report my brother?

I have been torn for a while in family issues. But now I think I need to take action against my brother. He is a destructive 28 year old alcoholic without a GED, unemployed and cannot keep a job, a chronic liar and a thief, currently living with my sick and unemployed father with a four, nearly five year old daughter. The house is never clean. When my brother is actually home, he yells at his daughter over stupid things like what to watch on television. My father who does not need to be raising a child right now is the one raising her. She will be 5 in December and my brother has not looked into any kind of schooling for her. I just found out that her shots have not been updated for years, either. The poor girl's own mother doesn't want her and living with her father is turning into a disaster. But should I call CPS and potentially get the girl torn away from the only family that she knows? My husband and I cannot take her, we just had a child and have our own financial issues and I do not know anyone else who can help. My brother and I do not speak any more. He burned those bridges after making death threats on my husband. I do not know what to do.
