Villain: Elmer Fudd
Shows: Merrie Melodies, Looney Tunes, and others (1940-present)
Played by: Arthur Q. Bryan, Mel Blanc, Billy West, and others (voice)
Reason: Elmer Fudd is arguably the second most famous Looney Tunes character, after Bugs Bunny. And his only real goal in life is to shoot Bugs Bunny and Daffy Duck dead.

Villain: The Grinch
Shows: How the Grinch Stole Christmas! (1966), Halloween Is Grinch Night (1977), The Grinch Grinches the Cat in the Hat (1982)
Played by: Boris Karloff, Hans Conried, and Bob Holt (voice)
Reason: The Grinch wants to destroy Christmas for Whoville just because he doesn't like the Whos' happiness. Need I say anymore? Okay, I will. Every Halloween he tries to scare the Whos for no reason and once stalked the Cat in the Hat because of a simple fender-bender

Villain: Charles Montgomery "Monty" Burns
Show: The Simpsons (1989-present)
Played by: Harry Shearer (voice)
Reason: Although Burns can occasionally show his nice side, he has done far more terrible things -- such as, but not limited to: Stealing candy from a baby, blocking out the sun, stealing 25 dogs from the Simpsons to skin and make into an outfit, giving no Christmas bonuses to his workers, releasing his hounds on girlscouts, and cutting the town of Springfield of all its power. Also, Burns was modeled after two of cinema's greatest villains Charles Foster Kane (of Citizen Kane) and Henry Potter (of It's A Wonderful Life)

Villain: Gabriel "Sylar" Grey
Show: Heroes (2006-present)
Played by: Zachary Quinto
Reason: Gabriel Gray was a normal son of a watchmaker. All he wanted was to be somebody special. When he found out about people have special abilities, he figured out how he could be special: Cut off their heads and steal their abilities. Sylar was then created. More monster than man, Sylar's pursuit of power has become an addiction (or as he calls it, a "hunger"). He is never satisfied, so he never stops killing.

Villain: The Borg/Locutus of Borg
Show: Star Trek: The Next Generation (1989-1992)
Played by: Patrick Stewart
Reason: The Borg is a cybernetic race whose only goal is to assimilate (literally take over) any beings they come in contact with. Although, they were heavily featured in the series Voyager and the move First Contact, I have to give it up for their portrayal in The Next Generation, specifically Locutus of Borg. Locutus was the assimilated Captain Jean-Luc Picard. Picard first appearing as Locutus and uttering the Borg's now-famous warning "Resistance is Futile" to his own crew was a very chilling moment in television history.

Villain: Cobra Commander
Shows: G.I. Joe: A Real American Hero, G.I. Joe: Sigma 6 (1985-1991, 2005-2006)
Played by: Chris Latta, Christopher Collins, Marc Thompson (voice)
Reason: Cobra Commander was the founder and leader of Cobra, the most elite terrorist group ever, and is referred to as "the most dangerous man on Earth"

Villain: The Joker
Shows: Batman: The Animated Series, The Adventures of Batman & Robin, The New Batman Adventures (1992-1995, 1997-1999)
Played by: Mark Hamill (voice)
Reason: The Joker has been used in almost every incarnation of Batman, and now-a-days there's a whole "Who is a better Joker, Jack Nicholson or Heath Ledger?". but it is always Mark Hamill's version of The Joker that stands out for me. Try listening to his laugh and telling me it's not the Joker:

Villain: Hollywood Hulk Hogan
Shows: wCw Monday Nitro, wCw Thunder, WWE Raw, WWE Smackdown (1996-1999, 2002)
Played by: Terry "Hulk Hogan" Bollea
Reason: I'm not going to use the word "fake" but pro wresting is just as much of a show as anything else on my list. Each wrestler has their own characters (called "gimmicks") who are either good guys ("faces") or bad guys ("heel"). In 1996, World Championship Wrestling shocked everybody when they had Hulk Hogan turn his back on wCw and on the fans, turning "heel", and starting the New World Order. The perennial "Real American" hero turned into one of the baddest villains in pro wrestling history.

Villain: J.R. Ewing
Show: Dallas (1978-1991)
Played by: Larry Hagman
Reason: Take everything I said about Mr. Burns and multiply it tenfold. Ewing was the ultimate greedy rich oil tycoon, and spawned one of the biggest moments in tv history -- "Who Shot J.R."?

Villain: The Riddler
Shows: Batman (1966-1968), Return to the Batcave: The Misadventures of Adam and Burt (2003)
Played by: Frank Gorshin
Reason: Like The Joker, the Riddler has been in many different versions of Batman. In the version I'm talking about he was also played by another actor, John Astin. However, Frank Gorshin's Emmy-nominated portrayal of The Riddler is, simply put, amazing. Gorshin, besides being nominated for an Emmy for his role, was also the second most loved villain by the show's writers (after Burgess Meredith's The Penguin) -- with 11 episodes out of the show's total 120. The writers always had a script ready for The Penguin and The Riddler for whenever Meredith or Gorshin were available. Being such a big star on the show, and the fact that the show is a pop culture phenomenon that remains widely-loved 40 years later earns Gorshin's Riddler top-honors on my list.
