Pop-ups That Shouldn't Be....aaarrrgghh!!

Okay, ever since I installed the newest version of Windows, some Uptown Engine thing got put in my drive and had these annoying pop-ups that came up even when every pop-up blocker I had going was on Block All. Well I went into my drive and erased the Uptown Engine out of my 'puter. All was good for a couple days, but all of a sudden the Uptown Engine thing started up again and I can't figure out how to get rid of it and the annoying pop-ups that it lets through. It's not in my drive, so where the heck is it operating from? These pop-ups even mess up the current page I am on by changing the text sizes and page sizes. I'm ready to scream! Right before a pop-up rears its ugly head (usually advertising free ringtones)a little Uptown Engine information bubble appears down in the lower right by my date/time thing. How do I get rid of this? Anyone else have this problem? Argh! *pulls hair*
