Whats The Cause Of China's One Child Policy?

Im doing a paper on China's One Child Policy. I know who put it in place and I know that it was because of overpopulation. I now need to find out WHY it was enacted. Im assuming it was because of overconsumption, overcrowding etc..but I need to know for sure. How would China have suffered if the policy wasn't made? (Although some argue that it hasnt made a difference.) Also, when I am done writing it I would love for someone to review it. If your willing, let me know.

Date: 12/7/2006 6:13:00 AM  From Authorid: 24924    I never really could get the hang of the one child policy either until I visited China myself. I visited cities with 10, 12 and 20 million people. Try to imagine living in a city with just one or two million? Then think about 20 million (I believe Shanghai has that many); and then there is Hong Kong, which I'm sure has more. Trying to maneuver down the street with people swarming like flies was a real eye opener for me; and was a bit frightening. I'm serious; I was afraid to cross the streets. It is hard to imagine but overwhelming is the word to describe what I saw and felt. It also made me think of places like India and the stories I had heard from friends who had been there. There has to be some sort of population control.
