I have been through several Valentines Days, and before there was my husband, there were some others, so here is my advice.... Take it or leave it-
If your girlfriend is in highschool -she doesn't want just flowers, she can't take those and show it off to her friends.... charm bracelets or simple jewelry would be great, because then she can say "look at what so and so got me" If she only wears real jewelry, then here are some other options for a girl in highschool.
a stuffed animal a jewelry box anything from bath and body works ANY OF THESE would go great with flowers.
If you just met and aren't in love yet and aren't in highschool, says late teens Show up with flowers and take her to the best place to eat in town. Take her roller skating, or ice skating As for small gifts, perfume that you think she will like, anything from bath and body works, perhaps a movie that she has been dying to see, and offer to watch it with her.
Okay for the serious lovers out there that aren't married and don't live together, here is something to make your woman go wild,
BE ROMANTIC here are some things that will make your woman say OH LA LA --- these woman will love any gift - because they love you, so flowers, chocolates, or whatever will work, but here's how to make your move.
Ask her to dance on her front porch before she goes in after the date. Open her door for her If she lives alone, offer to check out the house to make sure its safe for her.... before you leave. She may say yes - may say no! BUT MAKE NO ATTEMPT TO STAY THERE!!!!!
Take her on a old fifties date, to a drive in, out for a cherry coke, and offer her your class ring.... or something of yours that you want her to have, or soemthing like a necklace with a dainty charm.
Invite her to your house for a romantic dinner that you prepared...... something simple, like speghetti -- -- play some music, and then pop in a movie --- something like Sweet Novemeber, (it's okay to cry) ACTUALLY WATCH THE MOVIE - and pop a bag of pop corn!
OKAY FOR YOU MARRIED GUYS -- my husband did this, and I loved it.
He made coupons for me to use whenever I wanted...
There were like 50 of them I could use one every day!

1 back massage 1 prepared bubble bath with candals 1 Night out to a movie 1 meal at the restraunt of my choice 1 trip to the mall - with him attending 1 day of no house cleaning 1 good for one day of no kids, or husband home 1 foot rub
YOU CAN MAKE THEM FOR ANYTHING I used all mine up - hopefully he will do this one again!
AND FOR THE ONES WHO have been married longer than I have been alive, Try to do exactly what you did the first time you went on a date together!
