Heh... Actually, probably not. I'd enforce some rules that wouldn't make people too happy. "Denounce the country you live in and you will be deported." There would be manditory organ donation following death, seeing the organs are fit to use to prevent more deaths. Adult women would have their tubes tied immediately after delivering their first child (or twins, whatever) to reduce over crowding...
