Some Questions About the Tag Making Process

Lately I've been trying to make my own tag and I think I've made a few nice ones. I read all about how to do that and I got that down pretty well.

Now my question is.... are there guidelines to who can have a tag made by themselves put on the site? Do you have to be a tag maker to make your own tag?

Also, if I meet whatever guidelines there might be, how do I go about submitting one? I, unfortunately, never have access to the internet when the msg to admin button is up. I always miss it, so if there is any information to gain about it that way, that is really not an option for me.

Also... am I allowed to change my name? All I want to do is drop the first half, and I wondered if that was okay. Any information you have would be great. :)
