WASHINGTON (Reuters) -- Bush administration officials "systematically" misrepresented the danger of Iraq's weapons of mass destruction programs, which were not an immediate threat to the United States and the Middle East, a report from a U.S. think tank said on Wednesday. The Carnegie Endowment for International Peace said in its study, "WMD IN IRAQ: Evidence and Implications," that there was "no convincing evidence" Iraq had reconstituted its nuclear program and that U.N. weapons inspectors had discovered that nerve agents in Iraq's chemical weapons program had lost most of their lethal capability as early as 1991. There was greater uncertainty about Iraq's biological weapons, but that threat was related to what could be developed in the future rather than what Iraq already had, the study by the think tank said. The missile program appeared to have been in active development in 2002 and Iraq was expanding its capability to build missiles with ranges that exceeded U.N. limits, it said. The United States justified going to war against Iraq last year citing a threat from Baghdad's weapons of mass destruction. Since the U.S. occupation of Iraq, American forces hunting for weapons of mass destruction have not found any stockpiles of biological or chemical weapons or any solid evidence Iraq had resurrected its nuclear weapons program. It was unlikely Iraq could have destroyed, hidden, or moved out of the country hundreds of tons of chemical and biological weapons, dozens of SCUD missiles, and facilities producing chemical and biological weapons without the United States detecting some sign of that activity, the report said. "Administration officials systematically misrepresented the threat from Iraq's WMD and ballistic missile programs," the report said. They lumped nuclear, chemical and biological weapons together as a single threat, despite the "very different" danger they posed, which distorted the cost/benefit analysis of the war, the study said. Administration officials also insisted without evidence that former Iraqi President Saddam Hussein would give weapons of mass destruction to terrorists, the report said. "There was no evidence to support the claim that Iraq would have transferred WMD to al Qaeda and much evidence to counter it," the report said. There was also no solid evidence of a cooperative relationship between Iraq and al Qaeda, it said. 'UNDULY INFLUENCED' Prior to 2002, intelligence agencies appeared to have overestimated the chemical and biological weapons in Iraq but had a generally accurate reading of the nuclear and missile programs, the study said. But from 2002 until the war in Iraq, there appeared to have been an environment of intense political pressure in which an October 2002 National Intelligence Estimate on Iraq's banned weapons was hurriedly put together and included a high number of dissents in what was supposed to be a consensus document of the various intelligence agencies, the study said. The Pentagon created a separate intelligence office during that time. Those factors suggested "the intelligence community began to be unduly influenced by policymakers' views," the study said. Stuart Cohen, vice chairman of the National Intelligence Council, which produced the National Intelligence Estimate, told ABC's "Nightline" on Tuesday, "Assertions, particularly that we had shaded our judgments to support an administration policy, were just nonsense." Anyway, the invasion of Iraq had been planned about 8 months at least prior to the WTC attacks. From the day Bush was given the presidency by the supreme court he knew he was going in there to get the oil. His family are in the Oil business, so is cheney and most of the cast of characters that surround him. It was all about the oil and they told lies to con the people into supporting the Iraqi invasion.

He didn't lie!! " They said there was no evidence, so therefore they had to go there because they thought there was a threat and now they know that there wasn't a threat because there was no evidence!!

Yet, you'd rather make a big deal that we didn't find any weapons DESPITE the fact that Sadaam Hussien killed MANY MORE than just two people. Think of it. -

I agree that Sadaam is a nasty person but if the US had a problem with him then they should have just taken him and his sons out. They didnt have to kill hundreds of thousands of people and millions more with depleted Uranium for centuries to come just to get him.

In 1996 the United Nations reported that over 650,000 children under the age of 5 had died from Leukemias and cancers. Those kids werent even born when Gulf war 1 was happening. The number does not include civilians over the age of 5 at that time, nor the soldiers who fought nor the victims of random bombings nor the people who have died since not the people who will die in the future because of bush's actions. It will reach the millions in time. Depleted Uranium has a half life of about 450,000 years. Sure its only mildly radioactive but it is a dust and once it is breathed in it does its job and kills You eventually. Gotta run now. See ya tommorow or in a few days. Bye for now. Enki

Therefore, we were only killing Sadaam loyalists and people who fired first. American soldiers are never to fire first unless there's an imminent threat. Granted, innocent people are killed in crossfire but that's purely accidental. Killing Sadaam and then leaving would've left Iraq in complete disarray and made it plenty easy for another cruel figure to step into power. It's illogical. -

I used the 1996 UN report because those are the most recent numbers I can remember. The point I was trying to make is that if there were that many children who died from cancers and leukemias by 1996 I wanted You to think about how high the toll was now. Dont forget to include all the other victims of shootings, bombings, diseases because of depleted Uranium etc.

It's obvious from the way the administration has had to do so much backpedaling that they were using the whole terrorism thing as an excuse to shuffle around the "chess pieces" of the Middle East. The fact that their own oil interests and contractors play such a big part is telling (Cheney's company is a great example). The fact that Bush is shifting his energy plan away from alternate fuels and more toward fossil fuels is also telling. We may have ousted Sadam, but we've stirred up another hornet's nest of hostility toward us. Bush wanted to replace Sadam with a US-friendly "democracy," but we've fueled ages-long resentments and hatreds between diverse Iraqi peoples instead. It didn't take a rocket scientist to see that this would happen. It took about ten years to stabilize Germany after World War II, though we tend to forget that. (Sorry, I've just repeated a lot of things that have already been said.)
