I dont know I would call the animal services for sure...maybe they could make him remove the traps?? She could have a neighbor like mine though she will poison the cats in teh neighborhood...of course we cant prove it is her who is doing it but she has told me before if my cat comes in her yard it will end up dead so I try to keep my cats inside or let them out only while she is not home  |

many counties have laws that say cats must be kept in the owners yard, at least he's not killing them and he is trapping them humanely  |

Laws according to the shelter require only that cats be licensed there are no leash and harness laws regarding cats in the city which she lives. Of coarse the lady at the shelter may or may not know what she's talking about.  |

The animal shelter probably already knows all about this guy but doesnt care much since when someone DOES recover their animal they are paying the shelter big buck..More money for them and more business for them.  |

OMG something similar is happening to my friend, her little kitten was laying on this lady's step the lady comes out and steps on it (this is a BIG lady) and the cat like scratches here a bunch and runs off, and okay so she calls animal control, the lady is now setting traps and stuff, and all this fudge, and it's ridiculous,  |

If the guy is out of the house, put a strong smelling cat-repellent at the entrance of the cages. You can get these in any drugstore. If she keeps her cats well fed, they will choose to eat at home and stay away from what they find stinking.  |
