If you've ever been to San Francisco, or if you've watched the old cop show, "Streets of San Francisco", then you've probably seen Broadway Avenue. It's the street with lots of girly shows, strip clubs, and "skin" bars.
On Columbus street, which crosses Broadway on a diagonal angle, there used to be a small business which sold ice cream cones. There was just one open window where you would place your order and get a cone or dish. The ice cream was inexpensive, and it was kind of fun to eat an ice cream while 'people-watching' in what was one of the more lurid parts of town.
What was most amusing, though, was the name of the place which sold the treat: "Cheap Thrills Ice Cream"!
Somebody obviously had fun with that!
