14 year old working 60+ hour weeks?

My sister is 14 years old. She lives with my father and stepmother in Texas. My father is a crazy hypochondriac. It's gotten so bad that he has started working only 3 days a week. He's been to every kind of doctor and specialist and even had exploratory surgery and they all say the same thing: HE'S FINE!!!

My stepmother has never really worked and had to go to work to make the money. She is one of those people who likes being miserable and likes hardship for attention. I'm sure some or most of you know people like that. Recently my sister has started working also (She's homeschooled supposedly). She's a nanny for two kids of someone my stepmom works with. She works 12-13 hour days 6 days a week. Can anyone say ILLEGAL??????? I am completely furious about this. I don't know what to do. She doesn't keep the money, but instead forks it out to my stepmother. I'm sure none of the money is reported for taxes either. I can't believe my father is just standing by, or laying which is typically the case, and letting this go on. He would rather have his 14 year old daughter working over 60 hours a week than get his lazy butt up and back to work. I'm in frustrated tears knowing there's not really anything I can do about this. How could he have turned into this? What should I do?
