IRAQI BUILDUP NEAR BORDER PUTS KUWAIT ON HEIGHTENED ALERT

ABU DHABI — Kuwait has drafted an emergency plan in coordination with the United States as officials reported an Iraqi buildup near the Kuwaiti border.

On Monday, the Kuwaiti Al Rai Al Aam Daily reported that authorities have cancelled all vacations for civil defense employees until further notice. The newspaper said the move is part of heightened preparations for an Iraqi attack.

The Kuwaiti Cabinet was presented with what was described as an emergency plan to counter an Iraqi Military strike on the Sheikdom over the next year. Kuwaiti officials said the plan warns that the Sheikdom can expect to be the first target of an Iraqi attack either prior to or during any U.S. Military Campaign to topple the regime of President Saddam Hussein.

The Kuwaiti plan cited the Iraqi Military buildup near the Kuwaiti border, Middle East Newsline reported. The plan, discussed on Sunday by the Cabinet, is meant to respond to both internal and external threats from the Saddam regime. Officials said the plan raises the prospect that Iraqi soldiers will storm Kuwait while Saddam's agents will try to launch a sabotage campaign within the sheikdom.

The plan was drafted in coordination with several ministries and the Military, as well as the United States.

The Interior Ministry, Defense Ministry, the National Guard and the security agencies organized the plan into sections that discuss border security, internal security and security along the Iraqi front.

Officials said the plan will be tested in exercises and simulations. They said Kuwait's allies, particularly the United States, have been consulted in drafting the plan.

"Any attack must be decisive and lead to the collapse of the Iraqi regime," Kuwaiti Information Minister Ahmed Al Fahd said. "The view of Kuwait and Gulf Cooperation Council countries [on a U.S. attack on Iraq] depends on the collapse of the Iraqi regime."

If U.S. has facts, that Saddam has now Nuclear and Bio Chem weapons, but do not know how much arsenal (oh his) is ready, or where it is located, (because Inspectors have been refused inspections for so long) we might go in and start bombing, Iraq and detenate his Nuclear Weapons. How can we prevent that, if we know not where they are hidden?

It, just seems to me as my Logic conciders it, that if you placed, say, by example 20 Nuclear war heads in a Building, and then Dropped a Bomb, (without Nuclear capabilitys) that Bomb would Blow up and Exspose all that Radio Active Energy! I was never in the military, or good with Science at all. So Your words may be, far more Intellagent than my Logic. Thanks for letting me know that there is nothing to be concerned about this. Where is the Radio Active Energy Stored, in a war head and what Activates them?

Cheers for ya replies. Sorry for my tardiness in replying as I went to sleep after posting this. Yes, it kinda gets a little frustrating when it seems theres a never ending cycle of force shown/force repelled, on and on it goes. "Can't we all just get along" springs to mind. And Haadam, you are partially correct. While a strike on a nuke won't denotate it as such, as it requires a full fusion activation...it will highly likely spread radioactive material around with all the other bits of building/dust etc it kicks up. Cheers for the update. I would expect a small covert Insurgence force to breach Iraqi borders and operate quickly and silently soon enough. Thats probably the only way to do it...now that Bush has repealed the 'No assassinations' rule, a small highly mobile strike force could cut Sadaam out with scalpel-like precision...rather than sledgehammer like brutality.
