July 25, 2002, 8 PM, PDT – (FTW) In a session lasting until 2 A.M., the House of Representatives today passed an amendment to the 2003 Intelligence Authorization Bill (HR 4628) that would require the establishment of a “blue ribbon” independent commission to investigate the attacks of last September 11th. The amendment, introduced by Indiana Democrat Tim Roemer, passed by a vote of 219 to 188. 25 of those voting in favor were Republicans.

But the passage of this amendment is a far cry from seeing the commission signed into existence. A separate Senate bill (S 1867) sponsored by Arizona Senator John McCain (R) and Joe Lieberman (D) has been voted out of the Senate Governmental Affairs Committee as a separate piece of legislation but has not been voted on by the full Senate.

There are differences between the two measures but the House version has the best chance of being acted on by Congress in the near future. Before an intelligence-funding bill goes to President Bush for signature, the Senate and House versions must be reconciled in the Conference Committee and there the Senate will either accept or reject the Roemer/Smith amendments.

Of the two versions, the House amendment offers some protection against political cover-up because of an amendment offered by Rep. Christopher Smith (R-NJ) that would require inclusion of victim family members on the commission.

Historically, independent commissions looking into events from the JFK Assassination, to the Iran-Contra scandal, to the crash of TWA 800 have failed to publicly acknowledge facts that were later disclosed and or admitted to in government documents. With the legitimacy of the Bush Administration, and perhaps the entire government, at stake - expectations of miraculous revelations from such a commission are likely overoptimistic. In her book “Kiss The Boys Goodbye” (Penguin, 1990), former 60 MINUTES producer Monika Jensen-Stevenson documented the heartbreaking infiltration of the Vietnam POW movement by government and intelligence operatives to cover-up evidence that large numbers of U.S. POWs and MIAs had been abandoned in Southeast Asia. What began as a unified and committed movement ultimately disintegrated into splintered and disorganized factions that often fought each other harder than they fought the government. Though we know they were left behind, no POWs were ever repatriated.

The stakes with 9/11 are much higher and the administration knows this.

Sources tell FTW that the most effective way to ensure passage of the House version of the intelligence bill is for activists to contact members of the United States and encourage them to adopt the Roemer and Smith amendments. Additional contacts can be made directly to House-Senate conference committee members from the U.S. Senate. A Senate vote on the intelligence appropriations act is unlikely before Summer recess which starts next Monday. The Congress will reconvene on Tuesday, September 3rd and action on the bill is expected shortly thereafter.

If the Senate adopts the two amendments and sends the bill to the White House, there is still the possibility that President Bush will veto it. Both he and Vice President Cheney are on record as having asked Senate Majority Leader Tom Daschle to curtail and limit any investigations of the attacks.

Date: 7/27/2002 4:27:00 AM  From Authorid: 53900    Well I read both pages and to say that it has left me slightly confused is being generous...you see my family has been in the military and fought for our country going back to my great-grandfather and probably before that...so I was raised to believe in this country and in our government and our military and that article kind of leaves me wondering...I find it kind of hard to believe that the governemnt would allow the slaughter of U.S. citizens on our soil and the destruction of a landmark just to further a cause...Although I know some things the government does and is involved in are wrong...I am not saying they are perfect...money and power can corrupt anyone...it did open my eyes I suppose and I bookmarked that page to see what is added in the coming weeks and months. I suppose we will never know the whole truth though only those involved can actually know that...good post and thx for sharing.

Thank you so much for reading and replying. Yes, those two links are a bit of a mindblower aren't they...particularly the first one where each point is backed up with the verifiable source that info comes from. But let me explain it like this: My family for many generations have also also been soldiers, pilots, sailors, Intelligence Officers, Special Air Service or some other Military Personell...many of my past family members have given all, even their lives, for my country...spilt their blood out of love for their homeland...and I love my country very much - I would lay my life on the line in a heartbeat to defend it from any aggressor...but I'd do that NOT for my Govt...but for my country. See, sometimes things are turned around and handed to us in a way where Govt=Country (normally BY the Govt of course), and any attack upon that Govt is made to be seen as an attack upon the Country they govern. Govt and Country are two TOTALLY different entities. Like I say, I love my country through and through...but I wouldn't trust the Govt who runs my country as far as I could throw them. The only "We the people" stuff goin' on is in the government offices. The public pretty much can't do nuthin' about it. And if it could, what are the chances of the government actually LISTENING?? I would give my life for my country, to defend it, but like you, i wouldn't give it for my government. They're just bloodsuckers, out for money and publicity. Sure, maybe there's one or two decent people, but how are they gonna get past the stereotypes? See what i mean??~*Uber Soldat*~

Indeed I agree with you. Yesterday my country held its Elections, where we all got the chane to vote for our new Government...yet like all Elections I'm often perplexed at who gets into Govt...as when I ask around no-one (or VERY few people) seem to have voted for who got in.
