can she get away with this?

I'm so mad, this neighbor girl actually 20 stayed over my house for a couple of days, she got kicked out of her moms and had a baby anyway I had to go to work and told her not to use the phone, well guess what she did and let her boyfriend come over and accept collect calls, those four alone were over 100 dollars my bill is nearly 500, she says prove she did it now, well I'm a single mom I can't afford this no way can she just get away with this isn't it some sort of stealing? she is on probation now isn't there something I can do I live in the country and really need a phone here
