Back in the summer, it was in the high 90s. This dog's water dish was a tupperware container that had a hole in it. I ended up giving him some water by hand.
While I haven't heard anything of physical abuse, I believe it's just pure neglect. That dog's previous dog house was a training crate, and the few blankets that it did have have been completely destroyed. And I don't even see the training crate anymore.
I very rarely see that dog get any attention. Kids to come over and visit once or twice a month, and that seems to be the only time the dog gets attention. Everyday he is left outside for hours, and I don't even know if he has continual water.
I've tried calling my local animal control, and because there is no open wounds or physical signs of injuries, I believe that the dog is not in a position to be taken away immediately. But I don't have any reason to think that those people will eventually start to take care of the dog. And what the nights getting cold, I see no reason why that dog's living conditions are going to improve.
Not to mention it doesn't wear a collar, so I don't even think it's licensed. But I will keep calling until that dog gets a decent environment.
If I had my way, I would arrest that the adults in the house for animal cruelty and neglect. There is no excuse to justify their treatment of an innocent animal. I would also ban them from owning a pet for the remainder of their lives.
So what would you do if your neighbor was neglecting their pet dog?
I've come to the conclusion that the man got the dog for the kids when they visit him. I doubt he sees the dog as he responsibility, as he got it for the kids. It is why he neglects the dog.
