You just said it yourself that there was a fire below you before you moved in and that's why you are smelling smoke. When there is a fire the smell of smoke can linger for months sometimes, even years. Just painting it doesn't solve the problem a place must be throughly cleaned.  |

there was a fire in my old house decades ago... every once in a while, I could still smell the smoke, usually happened in the summer months, too.  |

You've already gotten the answer. I smell cigarette/pipe/cigar, don't know what it is and noone smokes around here and we live in the country, so it's not a neighbor. Sometimes I wonder if it's a spirit of family member or something.  |
