The outer planets take anywhere from 29 to 248 years to complete one lap around the Sun. They spend years in each sign of the zodiac, and are believed to represent the broader, impersonal social systems that we live in. The interpretations of their placements should be applied not only to one's personality, but also to their living conditions, and the people that come into their lives.
Saturn, Uranus, Neptune and Pluto cross all 12 signs, but I wanted to focus on the placements I was born under, because those are what I have come to understand the best. So, if you were born in or around 1983, most everything here will be present in your natal chart, too. Because these planets move so slowly, chances are pretty good that something here does apply to you, even if you weren't born in the early '80s.

Saturn in Scorpio
December 1923 to April 1924; September 1924 to December 1926; October 1953 to January 1956; May 1956 to October 1956; December 1982 to May 1983; August 1983 to November 1985
Scorpio is ruled by Pluto, and represents the deepest depths of the human mind. This sign has long held association with death and esoteric, occult practices as well as psychology and medicine (bringing others back from death). With Saturn being indicative of material success, this placement would show a generation of people that will face great obstacles in the way of their worldly goals until they can come to terms with, and utilize, these depths. Scorpion Saturn is characterised by ruthlessness, violent tempers, jealousy, indominability, relentlessness, opportunism, introversion, shrewd minds, covert games, ominous patience, solidarity, and an incredible stubborness which is often well hidden from others.

Uranus in Sagittarius
December 1897 to December 1904; November 1981 to November 1988
Inventive, eccentric and independent Uranus in this, the sign of philosophy, law, religion and all forms of exploration, produces a generation of people who insist on freedom to speak, believe and do what ever they think is right. Despite their fierce independence, these people will rarely be of direct harm to others, because their principles will be based on the persuit of truth and the betterment of society. They will often be adventurous, generous, spirited, innovative and posess strong intuition. They will also have a marked inclination toward science, higher education (or, rather, the persuit of greater understanding) and long-distance travel, as well as a desire to understand cultures and mind-sets that are vastly different from their own.

Neptune in Sagittarius
1806 to 1820; February 1970 to January 1984; Neptune will not enter Sagittarius again until 2134
The desire for travel, religious exploration and the likelyhood of strong intuition are as marked a feature of this placement as with Uranus in this sign. However, where Sagittarian Uranus sought higher consciousness through truth, Neptune here seeks it through devotion to a philosophy. Generally speaking, these people will be drawn to teachings of compassion, independence, understanding, honesty and social conscience. Once such a philosophy is identified, they will develop unshakable faith. The negative side of this placement is that once they do develop their faith, these people may become deaf to, and even disrespectful of, other faiths. However, the enormous compassion present in both planet and sign ensure that this trait only manifests when Neptune is negatively emphasised.

Pluto in Libra
November 1724 to December 1736; October 1971 to 1984; Pluto will enter Libra again around 2218
Pluto is the archetype of the subconscious. It represents our deepest depths, and all of the obessions, ambitions, revolutions and revelations it ignites. Libra rules partnerships, social equilibrium, and all equal relationships as well as relations between the sexes in general. When Pluto was in Libra, its revolutionary quality was evident in the breaking of traditions in the social roles of men and women; gentle, loving fathers were finally encouraged, and women were leading Western countries and headed into space. The children of this era will continue to eliminate the barriers in the way of true equality, both in society and in their own lives.
