Foster care nightmare,And what do you think about Fostercare?

Ok, so this has been bothering me for 25 years and the other day all the horror came back to me I wanted to cry! This isn't about myself. Its about 3 girls I met and became friends with in high school! They all lived in a foster care home, a total of 5 kids.I became friends with one of the girls and was invited over,When I got there I thought it odd that the girls were all like little maids,They had to ask permission to enter the liveing room,One of the younger girls about 4,had a dirty and I mean soiled diaper on her head!When I asked why she was wearing the diaper the other girls told me they are teaching her NOT to wet herself! I was discusted! But worst was when I heard a constant cry,in one of the rooms upstairs,again being upset asked where the crying was comeing from wondering if the child was alright, My friend told me it was her sister, being punished and when she opened the door, I saw a 3 year old little girl tied to the bed!My friends said "well she has to learn!" Like this was totally normal to them all!But the thing that got me the most was I was 14 at the time now, This ugly man comes to the house and he is about 26 or so, he comes in, and in front of his own parents who happened to be the Foster mother, began gropeing and kissing the 3, 14 year old girls and they were loveing it.They then proceded to discuss if one of the girls took her birth control pills!I then called my parents and asked to be picked up.I had come home and told my mom the whole story and begged her to do something she was very upset but wouldn't do anything.I never could hang out with these girls again. One has since been killed by running out into the street and hit by a car, One is an alcaholic and has had all her children taken away for abuse, and the third my friend, I do not know, she more or less dissapeared from the face of the earth. What brought all this back was I was at a store the other day and I hear this woman yelling at a little boy, It was that woman! The foster woman, with 4 other children in tow, I actually had tears in my own eyes!How is this still going on? Nobody else turned her in?I can not beleive this!
